The billboards, which  
                       appear with increasing  
                       frequency as one approaches  
                       the North Carolina border, 
                       each display a bad joke,  
                       usually accompanied by a  
                       wacky visual pun, and a 
                       slogan promising utopia 
                       ahead.  
                 
                       Pedro, a mascot based on 
                       the most pernicious of 
                       Mexican stereotypes, 
                       appears repeatedly on the 
                       billboards in fiesta or 
                       siesta fashion to speak 
                       some idiot witticism in 
                       pidgin English.
